To Mr. Kenneth Zwick, Director, Office of Management Programs, Civil Division
I strongly urge you to adopt regulations that will ensure compensation
is available to ALL victims of the Sept. 11th terroist attacks, including the
committed partners and non-biological children of gay and lesbian victims.
