Victims' Families
As you devise rules governing the help to be given to the families of 9/11
victime, please do not forget that many of these people do not fall within
the conventional parameters of the "traditional family." Many are by law
forbidden to marry, and they have mingled their lives with those who are
gone must as thoroughly as others whom the law has treated with favoritism.
Do not punish them further.
